Mikayil Jabbarov, Minister of Economy of the Republic of Azerbaijan, has paid a visit to the Sultanate of Oman.

During the visit of the delegation led by Minister Mikayil Jabbarov to Oman, a series of meetings were held and opportunities for expanding economic and trade relations were discussed. A Shareholders’ Agreement on the establishment of the Azerbaijan–Oman Direct Investment Fund was signed.

As part of the visit, Minister Mikayil Jabbarov met with Oman’s Minister of Economy, H.E. Said bin Mohammed bin Ahmed Al Saqri. The parties emphasized that relations between Azerbaijan and Oman are at a high level, built on more than 30 years of diplomatic ties, strong Islamic solidarity, and mutual trust.

The importance of further strengthening economic relations and expanding the contractual and legal framework for bilateral cooperation was highlighted. The role of the Azerbaijan–Oman Joint Business Council and the Working Group on Investment Cooperation in enhancing economic partnership was noted.

The sides underlined the significant potential for developing trade and investment relations and stressed the importance of deepening cooperation in this direction. Information was provided about the investment climate in Azerbaijan, including incentives applied to support entrepreneurship in the liberated territories, the Alat Free Economic Zone, and other industrial zones. It was noted that the Karabakh and East Zangazur economic regions have been declared “green energy zones,” where large-scale reconstruction and development projects, as well as expanded transport and logistics opportunities, play an important role in regional growth.

It was emphasized that Azerbaijan’s strategic location at the intersection of the East–West and North–South transport corridors has positioned the country as a regional trade and logistics hub, creating additional opportunities for the development of Azerbaijan–Oman economic cooperation.

The meeting also reviewed prospects for strengthening economic ties and realizing cooperation potential in trade and investment, as well as promoting joint activities in energy, industrial zones, tourism, SMEs, and the transit sector.

During the visit, Minister Mikayil Jabbarov also met with Oman’s Minister of Finance and Chairman of the Oman Investment Authority, Sultan bin Salem Al Habsi, and the Authority’s President, Abdulsalam bin Mohammed Al Murshidi. The parties exchanged views on the current state of economic cooperation and prospects for deepening partnership. They assessed opportunities to promote mutual investments, expand joint regional investment activities, and improve cooperation mechanisms to strengthen business relations.

Within the framework of the visit, a Shareholders’ Agreement was signed between the Oman Investment Authority and the Azerbaijan Investment Holding on the establishment of the Azerbaijan–Oman Direct Investment Fund.

The Joint Fund will contribute to strengthening bilateral investment cooperation and support the implementation of strategic investment projects in Azerbaijan, Oman, Central Asia, and other countries in sectors such as food industry, healthcare, renewable energy, consumer goods, and logistics.

The Fund’s initial capital has been set at USD 200 million, with USD 100 million to be provided by Azerbaijan Investment Holding and USD 100 million by the Oman Investment Authority.

During the signing ceremony, it was noted that cooperation between Azerbaijan and the member states of the Gulf Cooperation Council has expanded significantly in recent years. Azerbaijan, as a gateway to the Caspian and Central Asian regions, and Oman, with its strong ties to the Gulf and African regions, create new economic synergy through their partnership.

It was emphasized that the Fund’s activities will foster the successful implementation of projects by coordinating the experience and capabilities of the sovereign investment institutions of both countries.
